Tokhir Tukhtarov was born on 9 June 1979 in Tashkent, on Lisunov Street in the Khamza district.
He grew up in a family of ordinary working people. His mother, Elmira Ravilyevna, was a seamstress, and his father, Rafail Abdulayevich, was a plumber. His father had previously been an athlete.
His father received an apartment through his work as a plumber, and the family moved to a new building in a new district, on 40 Years of Victory Street.
